An officer who reasonably thinks a person is behaving suspiciously and is likely to be holding illegal objects can be stopped and frisked. During a valid frisk if the officer can make it clear it was an illegal object he can feel the seizing of this object is legal. This is called “Plain Feel” exception. But State Rep. Sharon Cissna made headlines when she refused an airport security pat down in Alaska. Or as she calls the “feel ups”.
