White-collar litigation trio leaps from Morgan Lewis to McGuireWoods

A trio of white-collar litigation partners, headed by a former top lawyer at the U.S. Department of Justice, has exited Morgan Lewis & Bockius for McGuireWoods.

Partner George Terwilliger III, who co-chaired the white-collar litigation and government investigation practice group at his now-former firm, will serve as the chief of a new strategic risk and crisis management practice group at McGuireWoods, the firm announced Thursday. The new strategic risk practice group will operate in conjunction with the firm’s government, regulatory and criminal investigation department.

Both Terwilliger and another member of the trio, partner Robert Bittman, formerly worked at McGuireWoods between 1993 and 2000, the firm notes. Terwilliger is a former U.S. attorney for Vermont and served as the number-two lawyer at the DOJ under the first George Bush administration. He was also, for a brief time, the acting U.S. attorney general. Bittman served as a top deputy to Ken Starr during the Whitewater probe and focuses his practice on multinational corporations and matters involving Foreign Corrupt Practices Act and False Claims Act issues.

The third new partner, Todd Steggerda, is a former U.S. Navy aviator known for his government contracts expertise.

Firm chairman Richard Cullen, a former U.S. attorney and Virginia state attorney general, said it is “a coup” for McGuireWoods to put the trio on the firm’s partner roster. “Their experience, connections and leadership will be a tremendous asset for our clients,” he said in the release. “We are delighted they are joining us to launch this important new practice.”
