In the latest presidential administration churn, former top White House lawyer Fred Fielding has joined Philadelphia-based Morgan Lewis.

Fielding, who was counsel to President George W. Bush and a former member of the 9/11 Commission, will work in the firm’s D.C. office, the Philadelphia Inquirer reports.

As of April 15, he will be a partner in the firm’s litigation practice, according to a news release.

The paper reports that because Fielding helped craft the government’s response to last fall’s financial collapse, he “is well positioned to advise clients on how to navigate the regulatory maze the government is erecting to distribute funds and protect the economy from further shocks.”

Fielding predicts that law firms will play a big role in advising clients through the developing regulatory process.

“The value that a player can add is to understand and interpret and shepherd a client through this evolution of regulatory control,” he is quoted saying. “And to see where clients can avoid pitfalls and where a client can find advantages.”

Fielding, who worked at Morgan Lewis as a summer associate in 1963, also served as legal adviser to Presidents Nixon and Reagan.
