Souter and ABA House to Discuss Civics Education #ABAChicago

The ABA Annual Meeting that begins Thursday in Chicago will have something of a civics theme.

Newly retired U.S. Supreme Court Justice David H. Souter will talk about the need for civics education when he addresses the ABA opening assembly Saturday evening. Then the policy-making ABA House of Delegates will consider the issue when it meets Monday and Tuesday.

Delegates will be asked to back the formation of a special office in the U.S. Education Department to offer civics grants, according to a summary of the resolutions (PDF).

Other proposals ask the ABA House to:

• Urge Congress to repeal a section of the Defense of Marriage Act that denies federal marital benefits to same-sex marriage partners.

• Ask courts to refrain from declaring that a lawyer has committed misconduct absent an opportunity to be heard and a finding that the conduct was intentional or a violation of a disciplinary rule or law.
